New Governor General has opportunity to make history
Toronto, October 2, 2017 - Advocacy group Citizens for a Canadian Republic (CCR) welcomes Her Excellency Julie Payette as Canada's 29th governor general, but observes that her term may be marked by some unique characteristics which could help propel the initiative for patriation of the institution of Canada's head of state.
- Her term comes at a time when support for a resident and democratically-selected Canadian as head of state is at its highest ever (73%) *, with 61% believing that "The Queen and the Royal Family should not have any formal role in Canadian society, the royals are simply celebrities and nothing more." **
While Canada is still a monarchy, CCR hopes Payette will follow the opinion of former Governor General Adrienne Clarkson that the position as a "vice-regal" representative of "The Queen" is out-dated, and that it instead should reflect its true status as Canadian head of state and representative of "The Crown" (The State). ***
- Madam Payette will be the first Canadian or Canadian-born governor general to not host a visit by Queen Elizabeth II. Due to the Queen discontinuing state visits abroad, Prince Charles, who has no constitutional status in Canada, will instead visit on her behalf.
CCR believes this historic anomaly will bring home in more clarity the urgency in which the government must act to present a democratic and fully Canadianized post-monarchy alternative to the public.
- Governors-general in both Australia and New Zealand have officially lifted the taboo on the office-holders' personal view on the evolution of realm heads of state. In 2013, then Australian Governor-General Quentin Bryce said that she hoped "one day, one young girl or boy may even grow up to be our nation's first head of state." ****
And, in 2004, New Zealand's former Governors-General Sir Paul Reeves and Dame Catherine Tizard publicly stated that they support a republic in principle. *****
CCR is optimistic that Madam Payette will note the change in Commonwealth attitudes and freely express her views, even if it's merely to recognize that a republic is inevitable.

La nouvelle Gouverneure-générale a l’occasion de passer à l’histoire
Toronto, le 2 octobre 2017 – Le groupe de défense des intérêts Citoyens pour une république canadienne (CRC) souhaite la bienvenue à Son Excellence Julie Payette à titre de 29e Gouverneure-générale du Canada, mais signale que son mandat pourrait être marqué par des circonstances uniques susceptibles de propulser l’initiative de rapatriement de l’institution du chef de l’État canadien.
- Son mandat débute au moment ou le soutien à un chef d’État résident et démocratiquement élu est à son plus haut niveau jamais observé (73 %)* et que 61 % des Canadiens croient que « La Reine et la famille royale ne devraient plus avoir de rôle formel au sein de la société canadienne, les membres de la famille royale n’étant que des célébrités, rien de plus. »**
Bien que le Canada soit encore une monarchie, CRC espère que Madame Payette suive l’exemple de l’ancienne Gouverneure-générale Adrienne Clarkson et considère le rôle vice-royal de représentante de la Reine comme désuet tout en souhaitant qu’il reflète plutôt le véritable statut de chef d’État du Canada en tant que représentant de la Couronne (l’État). ***
- Madame Payette sera la première Gouverneure-générale canadienne ou née au Canada à ne pas recevoir la visite de la Reine Elizabeth II. Parce que la Reine met un terme à ses voyages à l’étranger, le Prince Charles, dépourvu de statut constitutionnel au Canada, viendra plutôt lui rendre visite à sa place.
CRC croit que cette anomalie historique viendra clarifier l’urgence d’agir pour le gouvernement, s’il veut présenter au public une alternative post-monarchique démocratique et entièrement canadianisée.
- Les Gouverneurs-généraux de l’Australie et de la Nouvelle-Zélande ont officiellement rompu le tabou qui entoure la position personnelle du titulaire envers l’évolution des chefs d’état du royaume. En 2013, la Gouverneure-générale australienne de l’époque, Quentin Bryce, a dit espérer qu’« un jour, une jeune fille ou un jeune garçon puisse devenir le premier chef d’État de notre nation. » ****
Également, en 2004, les anciens Gouverneurs-généraux de la Nouvelle-Zélande Sir Paul Reeves et Dame Catherine Tizard ont affirmé publiquement leur appui au principe de la république. *****
CRC espère que Madame Payette remarquera ce changement d’attitude au sein du Commonwealth et exprimera librement son opinion, même si ce n’est que pour reconnaître le fait que la république est inévitable.
